Florida Teacher Certification Examinations

PURPOSE:

This rule amendment serves to adopt and incorporate the Competencies and Skills Required for Teacher Certification in Florida, Twenty-Ninth Edition, effective January 1, 2027, which revises the competencies and skills for the following examinations: Deaf or Hard of Hearing K–12, Elementary Education K–6 (Language Arts and Reading Subtest), English for Speakers of Other Languages (ESOL) K–12, Prekindergarten/Primary PK–3 (Language Arts and Reading Subtest), and School Counseling PK–12.

SUMMARY:

Section 1012.56(10)(b), F.S., requires the State Board of Education to specify, by rule, examination competencies and skills and establish uniform evaluation guidelines and passing scores for the Florida Teacher Certification Examinations (FTCE). Accepted professional practice for assessment programs, such as the FTCE, requires periodic review, including the review and revision of the competencies and skills assessed. Rule 6A-4.0021(9)(gg), F.A.C., specifies that the Department shall review these tests in 5-year cycles.
