PURPOSE:

The Board proposes to repeal the rule after a comprehensive review determined that the rule is no longer necessary in accordance with Executive Order 11-01, Section 5. Further the rule repeal will have no practical effect as the rule has been determined to be invalid by an Administrative law Judge.
