PURPOSE:

The proposed rule amendment decreases the standard utility allowance, the basic utility allowance and the telephone standard used in the calculation of benefits for the Food Assistance Program and amends language for the Food Assistance Program standard utility allowance used in the Medicaid eligibility determination process.
