PURPOSE:

This rulemaking will address changes that the Florida Legislature made during the 2011 and 2013 legislative sessions to Sections 290.044 through 290.0475, Florida Statutes.  The rulemaking will also resolve conflicts between the rule and other sections of Florida Statutes and incorporate a revised process for environmental reviews required by the U.S. Department of Housing and Urban Development.  Finally, the rulemaking will make it easier for local governments to understand the application process, find information related to economic development grants, and know what is required of them if they receive funding.

SUBJECT:

The application process, national objectives, eligibility to apply for funds, program categories, special economic development funding, financial management, environmental review, grant administration, program implementation, modifications to grants, closing out grants, emergency set-aside and the Section 108 loan guarantee program.
