PURPOSE:

To incorporate changes to the rule as required by the amended authorizing Florida Statute.  Also, the rule will be modified to simplify the rule and to use a plain language format.

SUBJECT:

403.1838, Florida Statutes, increases the eligibility criteria for population from 7,500 to 10,000.  The rule will be revised to make this change.  In addition, the current rule is complicated and cumbersome to implement.  The proposed revisions will simplify the rule and will limit available grant funds to the cumulative grant allocation assessments collected minus the obligated funds.
