PURPOSE:

The rule is being amended to update a form which is incorporated by reference in subsection (1)(b) of the rule.  CE Form 50 is being amended for greater clarity and to incorporate certain stylistic changes.

SUMMARY:

This rulemaking affects CE Form 50, which is the Commission's complaint form.  In particular, the amended complaint form: (1) expands the instructions included with the form by detailing the purpose for each of the form's sections, explaining the Commission's jurisdiction, describing the applicable statute of limitations, and discussing more fully the circumstances in which a complaint could trigger an award of costs and attorney's fees; (2) shortens language about filing one complaint per respondent; (3) eliminates specific references to the Sunshine Amendment and Code of Ethics, substituting instead the phrase "ethics law"; (4) rephrases language concerning the submission of media materials; and (5) asks that the complaint not include voluminous exhibits or copies of statutes.
