Nondestructive Testing of Amusement Rides

PURPOSE:

The purpose of developing changes to this rule is to require nonvisual metal fatigue testing of sealed tubular components on specified claw style amusement rides. Nonvisual testing will help to ensure that the components meet specifications for wall thickness.

SUMMARY:

The proposed rule requires nonvisual metal fatigue testing on the sealed tubular components of specific claw style amusement rides listed. Following the death of a fair ride patron in Ohio, investigators determined that the fatal accident was caused by the deterioration of sealed tubular components. Specifically, the components had rusted from the inside, making the corrosion impossible to detect through mere visual inspection of the ride’s exterior. Historically, manufacturers had not recommended or required nonvisual nondestructive metal fatigue testing for the specified rides, and such testing had not been performed. This rule will require that the rides listed undergo testing prior to operating in Florida and on a 5-year schedule after initial tests are completed.
