Verification of Residency for the Purpose of Recreational Licenses and Permits

PURPOSE:

The purpose of this rule development notice is to address the creation of a new rule setting out the ways in which a customer’s residency is verified when using the Commission’s online and telephone recreational licensing systems and when presenting proof of residency in-person to a Commission licensing subagent or a Florida tac collector. The effect of the new rule would be to provide further clarification to the methods of residency verification available when customers apply for recreational licenses and permits.

SUMMARY:

This rule provides that individuals applying for a resident recreational hunting or fishing license or permit using the Commission’s online licensing system or telephone licensing system must provide either a valid Florida driver license or an identification card that has both a Florida address and Florida residency verified by the Florida Department of Highway Safety and Motor Vehicles as proof of residency. The rule further provides that individuals applying for a resident recreational hunting or fishing license or permit in person at a Commission licensing subagent or a tax collector’s office may prove residency by one of these two methods, or that in the absence of these documents may use on of the following documents to prove residency: a current Florida voter information card; a sworn statement manifesting and evidencing domicile in Florida in accordance with Section 222.17, F.S.; proof of a current Florida homestead exemption; or for a child younger than 18 years of age, a student identification card from a Florida school or, if accompanied by his or her parent at the time of purchase, the parent’s proof of residency.
