PURPOSE:

The amendments update the rule to be consistent with pertinent statutes and eliminate obsolete provisions.

SUMMARY:

The amendments eliminate unnecessary discussion of purpose, and repeal provisions governing hiring and youth participation, which are treated elsewhere.  Other provisions are updated.
