PURPOSE:

The purpose of the proposed rule is to amend the current rule to correct technical errors and statutory changes and to modify sections related to definitions, licensure, operating and program standards; staffing and admissions criteria, rights of children, and restraints and use of seclusion.

SUMMARY:

These rules shall apply to all residential treatment centers, including therapeutic group homes under contract with the department or the agency to provide treatment services to children with emotional disturbances who are admitted to services pursuant to Chapter 39 or Chapter 394, Florida Statutes. These rules shall also apply to providers serving children through age 20 who have been committed to the department under Chapter 985.19, F.S.
