	The Florida Department of Transportation, District One announces a hearing to which all persons are invited.

Subject:	The Florida Department of Transportation (FDOT) announces an opportunity for a public hearing. Notice is hereby given that interested persons may request a location and design concept public hearing for the CR 664 Bridge over Little Payne Creek Project Development and Environment (PD&E) Study. This bridge is located in Hardee County, less than 1 mile west of the Bowling Green city limits. This project recommends to replace the existing one-lane bridge with a new, two-lane bridge. The existing bridge was constructed in 1915 and is now functionally obsolete. The PD&E study is evaluating and documenting potential engineering and natural, physical, socioeconomic, and cultural environmental effects of the proposed improvements. FDOT is conducting the PD&E study in accordance with requirements of the National Environmental Policy Act and other applicable federal and state laws and regulations. This proposed project involves the use of properties protected under Section 106 of the National Historic Preservation Act of 1966. The CR 664 bridge over Little Payne Creek is eligible for listing in the National Register of Historic Places (NRHP) in the area of Engineering (as an example of concrete arch deck bridge in Florida) and is eligible in the area of Transportation (for its connection of Bowling Green to Fort Green). The State Historic Preservation Office concurred with these findings on October 1, 2020 and a Section 106 Case Study is being conducted, as required. The proposed undertaking will result in an “adverse effect” to the NRHP-eligible Little Payne Creek Bridge (8HR00374). Proposed mitigation strategies being discussed include a historic marker documenting the bridge’s history and a Historic American Engineering Record document. Your input is sought concerning the undertaking’s Adverse Effect to the resource and proposed mitigation. Persons interested in this project can review the approved Draft Section 106 Case Study on the project website below, or at the FDOT District 1 headquarters in Bartow.
