Subject:	$1.6 million has been allocated to the state of Florida through the new pilot Recovery Housing Program (RHP) by the U.S. Department of Housing and Urban Development as authorized by the Support for Patients and Communities (SUPPORT) Act. The intent of RHP funds is to allow states to provide stable, transitional housing for individuals in recovery from a substance-use disorder. RHP funds will be administered by the Florida Department of Economic Opportunity (DEO) through the Community Development Block Grant Program (CDBG). Funds may be used to provide relocation payments, rental assistance, new construction, acquisition and/or rehabilitation of facilities or housing to qualified organizations with the highest need. All RHP activities must comply with the Low- and Moderate-Income and Limited Clientele National Objectives of the CDBG program, meaning that at least 51% of beneficiaries will be low- to moderate-income. DEO has identified a specific need for additional recovery housing and services for the veterans’ community within the state and will distribute funds by requesting applications from public or private non-profit organizations or units of local government who prioritize serving veterans with substance use disorders. In fulfillment of the requirements of the RHP, DEO, in cooperation with other agencies, requests public comment on the State of Florida Recovery Housing Program Action Plan FFY 2020-21. On November 17, 2021, the 15-day comment period will begin, and a copy of the draft report will be posted on DEO’s website at: www.FloridaJobs.org/RHP. The deadline to submit public comments is December 2, 2021, 5:00 p.m., Eastern Time. Comments may be emailed to DEO at CDBG@DEO.MyFlorida.com. Interested citizens may also offer oral comments at the public hearing on November 30, 2021, 2:00 p.m., Eastern Time. Comments on the action plan may also be submitted in writing to Florida Small Cities CDBG Program, Florida Department of Economic Opportunity, 107 East Madison St., MSC-400, Tallahassee, FL 32399-6508.
