Overview



	The Department of Environmental Protection announces a hearing to which all persons are invited.

Subject:	The purpose of this public meeting/hearing is to inform the public about, and receive public comment on, the establishment of the Level II Water Quality Based Effluent Limitations (WQBELs) for Gainesville Regional Utilities (GRU) Main Street Water Reclamation Facility (MSWRF) and the John R. Kelly Generating Station (KGS). The WQBEL has two main components. First, a portion of the WQBEL will become the Hierarchy 1 site specific interpretation of the narrative nutrient criteria pursuant to sub-subparagraph 62-302.531(2)(a)1.d., F.A.C. for Sweetwater Branch, that will supersede otherwise applicable numeric nutrient criteria for this particular surface water segment. Specifically, this Hierarchy 1 Level II WQBEL establishes the total nitrogen (TN) (215,616 lbs/yr expressed as an annual average) and total phosphorus (TP) (16,038 lbs/yr expressed as an annual average) loads from all sources to Sweetwater Branch in addition to a TP concentration of 0.3 mg/L and chlorophyll a concentration of 1.9 µg/L expressed as stream-wide annual geometric means (AGMs), as the site specific numeric interpretations of the narrative nutrient criterion. Second, the WQBEL allocates a portion of this total allowable nutrient loading to the MSWRF as an effluent limitation of 182,646 lbs/yr of TN and 11,644 lbs/yr for TP, and to the KGS as an effluent limitation of 3,060 lbs/yr TN and 843 lbs/yr TP.
