Reading Endorsement Competencies

PURPOSE:

To revise the 2011 Reading Endorsement Competencies for alignment with evidence-based instructional and intervention strategies rooted in the science of reading. Revisions will address identification of the characteristics of conditions such as dyslexia; implementation of evidence-based classroom instruction and interventions, including evidence-based reading instruction and interventions specifically for students with characteristics of dyslexia; and effective progress monitoring.

SUMMARY:

The rule revises the Reading Endorsement Competencies to align with evidence-based instructional and intervention strategies rooted in the science of reading. The rule requires school districts and teacher preparation programs to submit their reading endorsement/certificate programs to the Department by July 1, 2023, for review and approval based upon the revised competencies.
