	The Florida Department of Transportation, District 2 announces a hearing to which all persons are invited.

Subject:	The Florida Department of Transportation (FDOT) invites you to attend a Hybrid Public Hearing to discuss the proposed improvements to I-295 from North of Heckscher Drive to Pulaski Road in Jacksonville, Duval County, Florida. The Public Hearing will be held: Virtually: February 7, 2023, Open House: 5:30-6:00 p.m., Presentation & Public Comment Period: 6:00 p.m., and In-Person: February 9, 2023, Open House: 4:30 - 6:30 p.m., Presentation & Public Comment Period: 6:30 p.m., at the Oceanway Community Center. The purpose of the hearing is to give interested persons an opportunity to express their view concerning the location, conceptual design, and social, economic and environmental effect of the proposed improvements. A Project Development & Environment (PD&E) Study is currently underway wo evaluate alternatives to improve safety, and traffic operations of I-295. The proposed project consists of widening I-295 from North of Heckscher Drive to Pulaski Road by adding one travel lane in each direction to the inside of the existing travel lanes within FDOT right-of-way, construct new stormwater ponds to collect and treat runoff from the proposed roadway and construct ground-mounted noise barrier walls at qualified locations. For your convenience, there are several options to participate in the public hearing including a virtual/online option, a dial-in option, and an in-person option. All participants regardless of the platform they choose, will receive the same information on the proposed project and all comments received in-person, virtually or electronically will be given equal weight, and will be included in the public hearing transcript. VIRTUAL/ONLINE - Tuesday, February 7, 2023, Open House: 5:30 - 6:00 p.m., Presentation & Public Comment Period: 6:00 p.m. - Interested persons may join the hearing from a computer, tablet, or mobile device. A formal presentation will begin at 6:00 p.m., followed by an opportunity for attendees to provide verbal comments. The hearing is a free, live presentation/webinar over the internet. As of January 16, 2023, draft project documents will be available for review online at the project website and in person, during normal business hours, at the following locations: FDOT Urban Office, 2198 Edison Avenue, Jacksonville, FL 32204 and the Regency Square Branch Library, 9900 Regency Square Blvd., Jacksonville, FL 32225. Persons wishing to submit written comments may do so at the public hearing, on the project website or mail/email them to the address below no later than February 20, 2023. Public participation is solicited without regard to race, color, national origin, age, sex, religion, disability, or family status. The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by the Florida Department of Transportation pursuant to 23 U.S.C. § 327 and a Memorandum of Understanding dated May 26, 2022, and executed by the Federal Highway Administration and FDOT.
