Overview



	The Hillsborough County Port District, Hillsborough County, Florida announces a hearing to which all persons are invited.

DATE AND TIME:	January 21, 2025 at 3 PM EST

PLACE:	TELEPHONE CONFERENCE USING THE INSTRUCTIONS BELOW.

Subject:	NOTICE OF TELEPHONIC PUBLIC HEARING For the purposes of Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), notice is hereby given that a telephonic public hearing will be held before a duly appointed hearing officer for the Tampa Port Authority, the governing body of the Hillsborough County Port District, Hillsborough County, Florida, doing business as Port Tampa Bay (the "Port") at 3:00 p.m. EST on January 21, 2025, or as soon thereafter as the matter may be heard, using the telephone conference instructions provided herein. The hearing is for the purpose of receiving public comments concerning a plan of financing for projects and relating to the issuance by the Port of its Hillsborough County Port District Revolving Line of Credit (the "Notes"), in one or more series, the proceeds of which shall be used by the Port and shall be in an amount not to exceed $100,000,000. Proceeds of such Notes will be used to finance all or a portion of the costs of maintaining waterways and acquiring real property and constructing, improving and equipping facilities of the Port, all of which will be located in Hillsborough County, Florida (collectively, the "Project") as further described below. The Port's property is located on Hillsborough Bay and on the east side of Old Tampa Bay. The primary Port facilities are located at the head of Tampa Bay. The Port includes approximately 100 permitted public and private berths. The Port owns facilities and tracts of land at various locations, including Hookers Point, Port Sutton, Pendola Point, Metro Port, the Channel District area, Port Ybor, Port Redwing/South Bay and Eastport. These tracts of land are located east of Downtown Tampa, Harbour Island and Davis Island, south of State Road 60, west of 22nd Street/Causeway Boulevard, west of United States Highway 41. The Project consists of: (i) improvements to Hookers Point and Port Ybor, which include land acquisition, cargo storage yard, warehouses, refrigerated cargo plugs and related improvements, cargo handling equipment, terminal improvements, security upgrades, berths, marine and upland improvements, dredging, road and rail improvements; (ii) improvements to Port Sutton & Pendola Point, which include land acquisition, cargo storage yard, cargo handling equipment, terminal improvements, security upgrades, environmental clean-up, berths, marine and upland improvements, dredging, road and rail improvements; (iii) developments to Port Redwing Area & Southbay, which include land acquisition, cargo storage yard, cargo handling equipment, terminal improvements, security upgrades, erosion control, berths, marine and upland improvements, dredging, road and rail improvements; (iv) navigational improvements and channel improvements, which include deepening, expansion of turning basin, berth dredging and related marine and upland improvements (the "Main Channel Dredging Project"); (v) improvements to Channel District, which include land acquisition, berth reconstruction and improvements, land reclamation, cruise terminal development, parking facilities, terminal and security upgrades, berths, marine and upland improvements, road and rail improvements; (vi) developments to Eastport, which include land acquisition, berth construction, land reclamation, cargo storage yard, road and rail improvements, warehouses, dredging, terminal development; and (vii) ship to shore gantry cranes and mobile harbor cranes. The owner of the Project shall be the Port and the operator of the Project shall be the Port and with respect to the Main Channel Dredging Project upon construction of the authorized project by the Army Corp of Engineers, the federal portion of the Main Channel Dredging Project will be maintained by the Army Corp of Engineers. ALL AFFECTED TAXPAYERS, PROPERTY OWNERS AND CITIZENS OF HILLSBOROUGH COUNTY, FLORIDA, AND ALL OTHER INTERESTED PERSONS ARE ENCOURAGED TO ATTEND BY TELEPHONE CONFERENCE USING THE INSTRUCTIONS BELOW AND ARE INVITED TO ATTEND SAID HEARING, EITHER PERSONALLY OR THROUGH THEIR REPRESENTATIVES, PRESENT COMMENTS AND DISCUSSION, ORAL OR WRITTEN, CONCERNING THE PROPOSED PLAN OF FINANCING, THE NOTES AND THE NATURE AND LOCATION OF THE PROJECT. SHOULD ANY PERSON DECIDE TO APPEAL ANY DECISION, HE OR SHE WILL NEED A RECORD OF THE PROCEEDINGS, AND HE OR SHE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED. Subsequent to the public hearing, Governor Ron DeSantis will consider whether to approve the issuance of the Notes, as required by Section 147(f) of the Code. Any person interested in the proposed plan of financing, the issuance of the Notes, or the location or nature of the Project may appear in person or by telephone conference and be heard.
