PURPOSE:

The Waterway Development Program ("Program") is a financial assistance program that provides funding to the West Coast Inland Navigation District ("District") member counties for the costs of waterway projects that are intended to alleviate problems associated with District waterways. The purpose of the proposed rule amendments is to address issues with implementation of the Program identified by District and member county staff. The effect of the proposed rule amendments will be an improvement in the implementation of the Program.

SUMMARY:

The proposed rule amendments update the Waterway Development Program to clarify what constitutes ineligible activities and costs, clarify what may be used for match funds, and update Form No. 1 “Funding Application” to add an application requirement for third-party operators that are a subsidiary of a larger organization.
