List of Forms and Instructions

PURPOSE:

The purpose of this rulemaking is to update the CE Form 9, "Quarterly Gift Disclosure" and CE Form 10, "Annual Disclosure of Gifts from Governmental Entities and Direct Support Organizations and Honorarium Event Related Expenses" incorporated by reference in Rule 34-7.010. Regarding the CE Form 9, the following changes will be made: (1) The quarter checkboxes and other instructions on the form will be updated to clarify that the quarter in which a gift is received should be checked, and the table in which the checkboxes appear will be reformatted for spacing to accommodate this update; (2) The instructions will be updated to include foster parents and foster children as "relatives" for purposes of gift disclosure, to reflect a change made to s. 112.312(21), F.S. by Chapter 2026-22, L.O.F.; (3) The instructions will be updated to remove reference to the "Technological Research and Development Authority," as that agency is no longer referenced in s. 112.3148(6), F.S.; (4) The instructions will be updated to remove reference to a "committee of continuous existence," as those entities are no longer referenced in s. 112.3148, F.S.; and (5) The instructions will be updated to reflect that Reporting Individuals and Procurement Employees may not accept gifts valued over $100 from vendors of their agencies, which reflects language in s. 112.3148, F.S. Regarding the CE Form 10, the following changes will be made: (1) The instructions will be updated to remove reference to a "committee of continuous existence," as those entities are no longer referenced in s. 112.3149, F.S.; and (2) The instructions will be updated to reflect that Reporting Individuals and Procurement Employees may not accept an honorarium from vendors of their agencies, which reflects language in s. 112.3149, F.S.

SUMMARY:

This rulemaking affects the instructions and/or language on the CE Form 9, "Quarterly Gift Disclosure" and the CE Form 10, "Annual Disclosure of Gifts from Governmental Entities and Direct Support Organizations and Honorarium Event Related Expenses." These changes are being made to better clarify portions of these Forms and to reflect statutory changes.
