RULE:

64B9-3.002	Qualifications for Examination
64B9-3.008	Licensure by Endorsement

PURPOSE:

The Board proposes the rule amendment to include the new grading scale for the Test of English as a Foreign Language Examination and amend the process for application for multi-state license by examination and endorsement.

SUMMARY:

The amendment removes passing scores for outdated versions of the TOEFL examination and includes minimum passing requirements for those taking the score after a January 21, 2026 alteration of the grading scale. The applications incorporated in these rules are also being amended to consolidate the pathways for application for single- and multi-state licenses and make other minor changes. The English proficiency exam offered by PTE is being added.
