Use of Force

PURPOSE:

The purpose and effect of the proposed rule is to clarify the requirements and procedures for video recording the administration of chemical agents on inmates creating disturbances in their cells; amend form DC4-711A, Refusal of Health Care Services, to insert a signed statement by an interpreter or translator; and amend Forms DC4-701C, Emergency Room Record, and DC4-708, Diagram of Injury to provide that the forms are not to be amended, revised, or altered without approval by the Office of Health Services Administration.

SUMMARY:

Amends the rule to clarify the requirements and procedures for video recording the administration of chemical agents on inmates creating disturbances in their cells; amend form DC4-711A, Refusal of Health Care Services, to insert a signed statement by an interpreter or translator; and amend Forms DC4-701C, Emergency Room Record, and DC4-708, Diagram of Injury to provide that the forms are not to be amended, revised, or altered without approval by the Office of Health Services Administration.
