PURPOSE:

The rule is being amended to implement changes in statute regarding acquisition of conservation lands, and changes in Board of Trustees' policies regarding conservation lands and appraisals. This will satisfy the recommendations of the Auditor General’s Office in a June 2005 operational audit of the Department, and will update the rule to conform it to current practice of the Trustees.

SUMMARY:

The rule amendments: add or amend definitions to clarify appraisal-related terms; add references to Chapter 259, F.S. for acquisition of conservation lands; provide standards and criteria for appraisals; incorporate by reference the Supplemental Appraisal Standards for Board of Trustees Land; and update appraiser selection procedures to reflect current practices for land acquisition.
