Subject:	To consider a Workers’ Compensation filing made by the National Council on Compensation Insurance, Inc., by which the Council requests an overall average decrease in rate levels of 16.5% for the voluntary market for all new and renewal Workers’ Compensation Insurance policies written in the State of Florida, effective January 1, 2008.
