Admissible Reading Material

PURPOSE:

The purpose and effect of the proposed rule is to clarify the rule, amend the process by which inmates request changes in the publications they receive and types of bindings and covers which are allowed, and amend Form DC5-101, Notice of Rejection or Impoundment of Publications, in order to provide consistency throughout the Department.

SUMMARY:

The proposed rule clarifies what constitutes admissible reading material, including the types of covers, bindings, and advertisements that are permissible. Form DC5-101, Notice of Rejection or Impoundment of Publications, is amended to reflect these changes. The proposed rule clarifies the process by which inmates may request changes in the publications they receive and creates a religious publication exception to the limit on inmates’ receipt of periodicals.
