RULE:

9B-13.0071

Cost Effectiveness of Amendments to Energy Code (Transferred)

PURPOSE:

To adopt a reference document titled “Cost Effectiveness Test for Amendments to the Florida Energy Efficiency Code for Building Construction” for application to proposed modifications to the Florida Energy Efficiency Code for Building Construction.

SUMMARY:

The rule establishes the criteria necessary to conduct cost effectiveness test to determine whether proposed increases in energy efficiency to residential and commercial buildings results in a positive net financial impact. The criteria consist of using the Energy Gauge USA as the energy analysis tool; the Present Value Benefit-to-Cost Ratio, Internal Rate of Return and Levelized Cost of Conserved Energy as the economic indicators of cost effectiveness; economic analysis assumptions; and evaluation methodology for energy conservation measures.
