PURPOSE:

The following proposed Rules apply to the design and construction of all state-owned facilities. Additionally, these Rules shall apply to the evaluation and determination of alternative items of major energy consuming equipment, in state-owned facilities and state-financed leased facilities. These Rules are promulgated to demonstrate the process for performing a Life Cycle Cost Analysis and to minimize the consumption of energy in the operation of state-owned and state-leased facilities.
