PURPOSE:

The proposed rules: 1) revise the consumer complaint form to conform to statutory requirements; 2) adopt books and records requirements for consumer collection agencies; 3) provide guidance regarding the retention and destruction of records; and 4) establish guidelines for imposing administrative penalties.
