PURPOSE AND EFFECT: Chapter 2010-205, Laws of Florida, includes a new requirement that all construction and demolition debris landfills be constructed with liners and leachate control systems. Chapter 2010-143, Laws of Florida, includes a new requirement that all construction and demolition debris be processed prior to disposal when economically feasible. The rule chapter must be amended to address these new requirements. There are also several minor changes that need to be made to update and clarify the chapter.
