PURPOSE:

The purpose of the rule development is to conduct a comprehensive review of the rules in Chapter 14B-1 in accordance with section 120.5435, F.S., the requirement for agencies to review their rules to determine if there are any needed updates, revisions, changes or corrections. During the special meeting of May 19, 2026, the Florida Seaport Transportation and Economic Development Council made a motion, that was passed, to initiate the rulemaking process for Chapter 14B-1. The rule development will also address this request. On June 17, 2026, the Department received a Petition to Initiate Rulemaking filed by the Canaveral Port Authority. The rule development will also consider these requested amendments.
