PURPOSE:

The Firefighter Assistance Grant Program was established pursuant to Section 633.135, F.S., within the Division of State Fire Marshal (Division) to improve the emergency response capability of volunteer fire departments and combination fire departments by providing financial assistance to provide firefighting, emergency medical, and rescue services to their communities. The Division is required to administer the program and annually award grants to such fire departments using the annual Florida Fire Service Needs Assessment Survey. The purpose of the grants is to provide funding to such fire departments to use to provide volunteer firefighter training and procure necessary firefighter personal protective equipment, self-contained breathing apparatus equipment, and fire engine pumper apparatus equipment. The Division shall prioritize the annual award of grants to combination fire departments and volunteer fire departments demonstrating need as a result of participating in the annual Florida Fire Service Needs Assessment Survey. The proposed rules will implement the Firefighter Assistance Grant Program.

SUMMARY:

Rule 69A-37.039, F.A.C., adopts the Application for Firefighter Assistance Grant Program form. Proposed Rule 69A-37.501, F.A.C., defines terms and incorporates by reference the standards in National Fire Protection Association (NFPA®) 1851 for personal protective equipment, NFPA® 1852 for self-contained breathing apparatus, and Chapter 5 of NFPA® 1901 for pumper fire apparatus. Proposed Rule 69A-37.502, F.A.C., sets forth the eligibility requirements and application procedures for fire service providers to participate in the grant program; provides that the Division will provide the classroom part of volunteer firefighting training using online instruction at no cost to the fire department or student and reimburse expenditures for practical skill training; and establishes the criteria that will be used by the Division in awarding grants for the purchase of firefighter personal protective equipment, self-contained breathing apparatus, and pumper fire apparatus.
