PURPOSE:

The purpose of the rules is to comply with section 407.175(5)(a), F.S., that requires the Department to adopt and amend licensing rules for family foster homes.

SUMMARY:

The Department intends to amend and repeal rules within Chapter 65C-13, F.A.C., Foster Care Licensing, to accomplish the following tasks: 1) Revise background screening requirements to clarify requirements and comport with Florida statutes; 2) Add required components of the parent preparation pre-service training; 3) Revise the components of the initial licensing home study to align with the components of the unified home study in the Florida Safe Families Network (FSFN); 4) Add requirements to the relicensing home study; 5) Add procedural requirements regarding notification of denial of re-licensure; 6) Add a quality review process; 7) Require compliance with normalcy provisions of Florida statutes; 8) Add compliance requirements to Residential Pool Safety Act; and 9) Clarify requirements for bedroom sharing.
