PURPOSE:

This rule chapter implements the Florida Homeownership Assistance Program (Program) established by section 420.5088, F.S.

SUMMARY:

The Florida Homeownership Assistance Program (Program) is established by section 420.5088, F.S. The Program assists low to moderate-income persons purchase a primary residence by offering zero to low interest downpayment loans secured as a second (aka subordinate) mortgage, with no monthly payments, to eligible borrowers. The balance of the loan is due upon the sale, refinance, transfer, or rental of the property. Administration and operations of the Program are governed by Florida statute, that together with federal requirements and program guidance, render the rule chapter duplicative and unnecessary.
