Conditional Release Definitions

PURPOSE:

The purpose is to add a definition of "victim" to comply with governing authority, to delete obsolete or duplicative definitions or provisions, and to make terms and definitions consistent with current usage and practice and to promote readability. The effect will be to make terms and definitions consistent with current usage and practice and to promote readability.
