PURPOSE:

This rulemaking initiates nonemergency rulemaking to replace the emergency rules (64ER20-31, 64ER20-32, 64ER20-35, 64ER21-10, 64ER21-13, 64ER22-1, 64ER22-2, 64ER22-7, 64ER22-8, 64ER22-9, 64ER23-2, 64ER24-1, 64ER24-2, 64ER25-1) adopted by the Department to implement sections 381.986, Florida Statutes, pursuant to Chapter 2025-199, § 14, Laws of Florida.

SUBJECT:

These rules set forth the requirements for medical marijuana treatment centers (MMTCs) to cultivate, process, transport, and dispense low-THC medical cannabis, and cannabis delivery devices to qualified patients. The rules include applicable definitions, application and renewal requirements, standards for production of edibles, dosing and supply limits, packaging and labeling requirements, product tracking, and required background screenings.
