PURPOSE:
The proposed rule amendments update and clarify administrative, operational, and compliance provisions within the Alligator Management Program to improve regulatory clarity, update outdated references, modernize administrative and reporting provisions, ensure internal consistency among rules governing alligator management activities, and support effective implementation of those rules.
SUMMARY:
The proposed rule amendments revise multiple sections of Chapter 68A-25, F.A.C., as part of a coordinated programmatic update to the Alligator Management Program. Proposed changes include updating the number of eligible participants and associated distribution thresholds within the public waters alligator egg collection program; clarifying confinement and release requirements for permitted alligators; updating outdated rule references and incorporated forms; requiring hunters to possess unused harvest tags and proof of a valid license and permit while hunting alligators; modernizing harvest reporting procedures for hunters through the Commission’s online system while addressing online connectivity concerns; and aligning the authorized method of take for alligators with broader updates to statewide trapping regulations. Collectively, these amendments reflect administrative updates and clarifications that support effective program implementation without changing the fundamental structure or intent of existing alligator management programs.
