Exceptional Student Education Eligibility for Students with Speech Impairments and Qualifications and Responsibilities for the Speech-Language Pathologists Providing Speech Services

PURPOSE:

The purpose of this rule development workshop is to ensure that the program for students who are speech and language impaired is consistent with the amendments to the federal law, the Individuals with Disabilities Education Act (IDEA) 20 U.S.C. Chapter 33, and its implementing regulations and to update rule language to reflect current knowledge in the field. The effect of this rule development will be the promulgation of a rule which will be consistent with the federal requirements and current knowledge in the field. The Department has held two prior rule development workshops regarding this rule on May 16, 2007 and May 30, 2007, as previously advertised on April 27, 2007, in the Florida Administrative Weekly, Vol. 33, No. 17. The Department has determined that a third workshop is needed to complete work on the draft of proposed rule changes.

SUBJECT:

Federal and state requirements for programs for students who are speech and language impaired to include the definition, criteria for eligibility, procedures for screening, student evaluation, determination of eligibility, and instructional program.
