6A-14.097

Foreign Influence

PURPOSE:

Chapter 2023-34, Laws of Florida, limits public, postsecondary educational institutions from entering into grants or agreements with an entity or individual based in a foreign country of concern unless certain conditions are met. The law also prohibits a public, postsecondary educational institution from soliciting or accepting gifts from a foreign country of concern or from a foreign principal. The law also creates methods for enforcement of the law. A new rule is needed to further clarify statute language and to outline compliance and reporting requirements for the Florida College System institutions.

Agreements, contracts, or gifts between postsecondary educational institutions and entities or individuals within foreign countries of concern.
