PURPOSE:

The Suwannee River Water Management District (District) gives notice that it is initiating rulemaking for the purpose of amending water use permitting (WUP) rules to adopt Florida Department of Environmental Protection rules for Outstanding Florida Springs (OFSs) by reference, and to promote the use of reclaimed water meeting advanced treatment standards and encourage quantifiable potable water offsets producing significant water savings beyond those normally required in a WUP. The effect will be rules that are consistent with new statutory requirements for OFSs, and a regulatory incentive of extended permit durations for permittees who implement water resource development or water supply development projects to offset impacts and meet the requirements of an adopted Minimum Flow and Level recovery or prevention strategy.
